Professional Experience
After graduating from university, Mr. Ma worked for the Beijing Branch of Deloitte & Touche as a tax manager and has over five years' professional experience in Chinese tax consulting and planning. In 2001, he was seconded to the London office of Deloitte & Touche for an internship lasting several months. He took part in various pre-IPO, M&A, stock option and other tax structuring projects at Deloitte & Touche, serving both multinationals and large Chinese state-owned groups.
Mr. Ma started his legal practices in June 2004 and worked for Jun He Law Offices and Han Jun Law Office successively. Mr. Ma took part in the founding of Runbo Law Firm in October 2006, then in 2007, when Yi Liu, together with his team from the former Junyi Law Office, merged with Runbo Law Firm, Mr. Ma joined the newly-named Run Ming Law Office as a partner.
Mr. Ma provides legal and tax consulting and advisory services for foreign and Chinese domestic clients of various industries, e.g. retail, logistic, pharmacy, energy, manufacturing, urban transportation, software, ISP, high-technology, and has extensive practical experiences in establishing various foreign invested vehicles, enterprise restructuring, merger & acquisition, and cross-border transactions. With his unique experiences in the tax area, he is one of the few Chinese lawyers who have both strong legal and tax knowledge and expertise, and can therefore act as a tax consultant as well as legal counsel in such projects. At the same time, Mr. Ma also represents foreign company or foreign invested enterprises in litigation, arbitration or mediation/reconciliation proceedings, resolving kinds of disputes in China, including protection of software¡¯s copyright, product quality disputes, commercial contractual disputes, etc. His recent representation includes:

provided consulting services for a Fortune 500 retail group regarding various legal matters in their daily operations, e.g. logistic, warehousing, transportation, suppliers management, promotion, office leasing, foreign exchange, labor, tax, etc.; |

assisted a domestic ISP company in their overseas IPO plan and then provided general counsel services for this Hong Kong-listed group; |

issued Chinese legal opinions on various tax issues under QFII, VC or PE arrangements; |

represented a U.S. software producer in defense against a copyrights infringement claim by a famous Chinese domestic ISP and won a reconcilement agreement in favor of the client; |

represented a Japanese pharmaceutical company in its contractual disputes against its Chinese general agent and won an award of CIETAC in favor of the client. |
Education
Mr. Ma graduated from Peking University Faculty of Law with a LL.B degree in 1998.
